AQ Expertise by Lyle Chinkin

Committed to clarity, integrity, and technical excellence, Lyle Chinkin provides discovery, trial preparation, and expert testimony (including reports, publications, and exhibits) for clients: government (US Department of Justice and state attorney generals offices), private industries and non-government organizations such as the Sierra Club and NRDC.  

Areas of expertise encompass all criteria air pollutants and hazardous pollutants including air toxics such as PFAS and ETO. Previous analyses include man-made emissions from stationary sources such as factories and power plants, mobile sources including trucks and cars, as well as accidental spills and natural sources such as wildfires.

He has prior testimony in state and federal courts as well as public hearing boards on issues ranging from air quality impact assessments to control technology effectiveness using easy-to-understand explanations for all attendees including judges and board members. He utilizes straight-forward approaches to plainly explain the basis of my opinions in detailed reports, oral presentations, and publications.

With over 40 years of experience, Lyle has been recognized nationally as a top air quality expert, serving on the National Research Council of a National Academy of Sciences Committee and on a panel to review “Improving Emission Inventories for Effective Air Quality Management Across North America, a NARSTO Assessment” (2005). His publications have been cited over 750 times.

Samantha J Kramer, PhD 

Principal Scientist & Founder

I am an applied atmospheric scientist with expertise in wildfire smoke, aerosol pollution, climatology, and sub-seasonal prediction. I lead cross-sector research focused on improving fire weather data accessibility and evaluating forecast products for decision-maker use, and I have provided scientific analysis and technical support for federal and private litigation. My work emphasizes collaboration across agencies and institutions to translate complex science into meaningful outcomes for public health, policy, and environmental planning.

Air & Fire Applied Sciences

Air & Fire Applied Sciences provides data-driven strategic analyses and applied scientific solutions to address complex planning, mitigation, regulatory compliance, and litigation matters related to pre- and post-wildfire conditions including air quality.

She has spent her career developing innovative solutions and strategies for environmental challenges, particularly in wildfire and smoke sciences. Her approach emphasizes collaboration with clients and cross-functional teams to create impactful data-driven decision support tools, ensuring compliance with regulatory frameworks while advancing the state-of-the-science.
